I think the usual saying is that Miami is the unofficial capital of Latin America, because so many Latin Americans put their money in Miami banks.
LA really isn't the capital of anything outside of its own region. It has a large entertainment industry, but only part of that is in LA - a lot of it is actually based in New York.
There is a lot of new construction in parts of LA, though, due to the influx of Chinese money.

Whites are about 28% of the city of LA, but the city of LA is only 4 of the 17 million. Other cities in the LA region have different percentages.
Across the entire LA region, it's around 1/3rd white.
And by "white," that means non-Hispanic. There are white Hispanics, obviously, but excluding them, it's about 1/3rd.
The region as a whole is gigantic, though. It just stretches on and on and on. There are different types of communities depending on the particular area.
