This is the most rational I've seen JV actually, he's been a lot more butthurt earlier.
Vettel didn't see Kimi I. He said he left room for him, which is true if there had been only one car. But because Verstappen was so mad after his bad start he had to divebomb and ruin everything. Should Vettel have anticipated two cars going inside the La Source apex? I would say now.
It was 100% Max's fault.

Vettel himself said that he didn't see where Kimi was on his side, but of course he left space to him. But he didn't leave it for Max, who had no business being there.

Even if Max wasn't there, Vettel would have hit Kimi. Kimi is following Rosberg's line, you can see it in the picture.
Once fucking again, Kimi left a good metre of room between himself and the curbs. If Max wasn't there, Kimi would've taken a more ideal line closer to the curbs, thus avoiding contact with Vettel.
I don't think anyone thinks its gimi's fault. It was a racing incident with Vetlel and Amx to blame if anyone.

Watch the vid I posted. Kimi is maybe 20-30 cm more to the left compared to Rosberg's line, not a fucking meter. Kimi even hits the apex at the same spot as Rosberg, right at the same time Vettel cuts him off.
Kind of tired arguing about this desu. Max should have hit the breaks for his own sake, but Vettel would have hit Kimi no matter what.

Personally, I think Kimi was forced to follow Rosberg's line because of Verstappen's divebomb, which Vettel didn't see.
All Vettel saw at the start was that he and Kimi jumped Max, and that Max has tucked in behind both, therefore he expected there'd be 2 cars coming into the corner. If that was the case, Kimi would've taken a narrower line and the contact wouldn't happen.
That being said, Vettel shouldn't have been so confident that the entire thing would go completely as he expected. He shouldn't have been so aggresive coming into the corner. Going wider wouldn't have made much difference, anyway, and it wouldn't have been much of a gamble.
Max saw both Vettel and Raikkonen are in front of him, he knew there were 2 cars already coming into the first corner side by side, so he shouldn't have made the divebomb in the first place, as well. The gap was there in the straight, granted, but it disappears once they get into the corner itself. Kimi was already pinching him coming into the braking zone. It's as if Max didn't think the move through, at all. Also, sitting back and waiting to make his move on the Kemmel straight is a much better gamble.
Both Seb and Max were too aggresive, but I think Max had a bit more to blame since he was the one who cocked up the start and he knew both of the Ferraris' positions, while Seb didn't know where Max was.
Unfortunately like were the general consensus is 'nico fucked it', we haven't reached a consensus yet. Or we have, but the the dutch are having a AMX DINDU chimpout still.

Turn 1 was a racing incident, partly to blame Max (too aggressive, gap too small) and Vettel (leaving too little space). Vettel even admitted to maybe giving too little space himself:

The rest of the race was Max showing he is an entitled teenager brat with anger issues, which he basically admitted himself as well ("They ruined my race so I'm not going to make it easy for them").
Max wasn't penalized for anything because it was 1) technically legal and 2) Spa sold out thanks to Maxfans.

I think it's a subtle dig at how similar the desert tracks are. If you didn't know a lot about either track, and you just knew that Bahrain and Abu Dhabi were modern looking facilities in the desert surrounded by miles of painted asphalt run off, you'd struggle to tell them apart.
