Generally against the "rules", but most people who tout those unwritten rules are autists themselves. Where I live, you see plenty of normal riders (usually middle aged) in pro jerseys and I don't really care.
Just do what makes you enjoy the sport. That said, wearing a yellow TDF or polka dot jersey is generally laughed at.

Worn out on a ride, not really. Most people are plebs who'll just think it's a normal jersey and won't associate it with any particular team (unless it's Sky and if you want to be a billboard for Murdoch then you're just sad)..

Vuelta stage design is goat for anyone working. You know nothing will happen before the final climb so don't have to worry about missing shit before getting home.
I think it's mostly because it isn't the biggest GT and isn't as widely known and televised. So the people who want to get into TV all go to the TdF. Only the ones who come to watch cycling and appreciate it are there on the giro and vuelta.
That's not to say the Spanish cops aren't based and have been manhandling the few idiots that have been around.

Most road cyclists I see on the road wear a pro team jersey for some reason, I never understood it. Most of them wear BMC or Lotto Jumbo jerseys.
