Barnett was a good coach but an awful recruiter, and the scandal left the program in ruins.

Colorado is finally getting decent again (McIntyre is a good coach), but will probably never be elite again. Given that it's not a traditional powerhouse and in an area that doesn't produce tons of blue chip recruits, it's a miracle they ever won a national championship to begin with.
