Bit of both. The show over relies on Jack torturing suspects for shock value and as a cheap narrative device to move the formulaic plot forward, but it also constantly shows Jack going rogue and borderline often saves lives despite breaking all kinds of rules, orders and protocols, whatever Jack does is always the righteous decision and it's shown in a fun and sexy way. Jack is a fucking mary sue. However despite the FOX NEWS ads within the show, the show also often has leftist viewpoints and propaganda, which SJW should be happy about, let's not forget Palmer was Obama before Obama.

Jack is literally never wrong and I love it.

It's weird that people make fun of how repetitive these things are but still love the show.

The one time Jack showed a terorrist family was going to get killed if he didn't tell him what he wanted is based off some American contractor working in Argentina back in the 70s. I forgot the guys name but look it up. A lot of of the torture they showed is based off some guy in the CIA or military.

There's literally a subplot in the second season where CTU investigates a sand nigger, the sand nigger complains about being racially profiled and the twist is that the terrorist turns out to be his white fiance.

It was pretty harsh with the Islam panic, though.
There is a literally a scene where rednecks almost lynch terrorist muslims, before they are rescued by well-meaning liberals. Islamophobia almost saved America in 24 and the liberals fucked it up.
And then in one season, a well-meaning white family who sticks up for their muslim neighbors find out they're terrorists, get kidnapped, and half of them end up dead.

They tried to keep critics at bay by having a scene where a good muslim character gets randomly beaten to death by rednecks, before he can save the day, but that was one instance of "Islamophobia is bad!" vs. literally dozens of "IF YOU EVEN REMOTELY TRUST MUSLIMS, YOU MIGHT AS WELL BE DIGGING YOUR OWN GRAVE"
