Age of consent laws are just like traffic speed limits. The rule itself is arbitrary, but its very important that there is one. MAYBE your neighbor is mature for her age and she understands what a relationship is (do you?) but she still wouldnt be allowed to vote or drive a car because a 12 year old cant make a proper risk assessment or use experience. They are simply naive because they dont know all the adult tricks yet so the law has to protect them. The law is just eyeballing an arbitrary age for most people on which we assume they know enough to handle their own mistakes, but its just an approximation, there are 25 year olds out there who cant handle adult business and get coaxed into bullshit and there are 15 year olds who might give consent. But its still the law and you should stick to it instead of sticking it into your underage neighbor
