They're organized and are the ones who make the memes they've made popular. They make the memes in order to manipulate, distract, and brainwash with psychological operations.
Chans are an experiment and a tool used by these groups and they use memes as a form of mind control on the Internet.

Remember early this year the spammers in the YLYL threads were trying to force meme, the Sally, the fruit or some shit, I can barely remember it. They were spamming YLYL threads non-stop, every thread, every hour, every day. But it only last a few weeks, and now it's never posted.
