a proper synth and there are good programs out there
but for guitar and bass, all i can think off is using some sort of pedal like 8-Bit Duck with Subdecay Octasynth pedal and EHX Synth9

Check out the BraveWave label, they've put out a bunch of classic game soundtracks on vinyl. The 4-disc Street Fighter 2 set is especially nice.
If you want to actually go 16-bit, don't use guitars since the SNES/Genesis generally didn't make much use of samples. The MIDI-guitar-sounding synth voice used in games like Doom and the Megaman X games was a pretty defining sound for the era.
You don't even know how much nostalgia this made me feel.
