It's the cultural habit of wanting to be for yourself. Something others might see odd. But it's pretty normal among people from the north. Finns have it to an extreme.

I'll try to explain this so your American mind understands it.

Finns have a very high respect for other people's privacy/peace. In other words if we annoy someone in a public place (eg. bus) by disturbing them there is a huge net loss.

There is also the possibility that the person would welcome some conversation or something similar but the net gain from this interaction is very minor in comparison to the above mentioned scenario.

So it's a simple cost vs. benefit situation where the risks and potential cost outweigh the benefits.

tl;dr Finns are very polite and being impolite is avoided whenever possible.
