It makes sense. The Pope is the Bishop of Rome and usually bishops are from the country that their diocese is in. Same with why Italians are disproportionately represented in the College of Cardinals and the Curia.
At one point France had a lot more influence especially when the Pope lived in Avignon, but that was before the revolution.
