Im going to 2nd Krita, as its what i use too! Its free but very challenging. Id say the first few months of thing I drew were "ok", but ive also deleted them from the booru because they were bothering me.
Krita has TONS of brushes so a lot of different effects can be done (the scab in the last panel of the first comic on this thread, for instance, was made with a blotchy brush and an assortment of blood/tissue colors)
For drawing with Krita, i use a WACOM tablet, the basic 99 dollar one.
