If by best you mean most useful, the most useful power has always been and will always be control over time. You can do a ton of stuff you can do with other powers with time control. There is nothing better.

The Mask terrified the fuck out of me as a kid. The parts where he tries to pull it off and it sticks to him freaked me out and gave me nightmares.

I liked, but bear in mind that it's a suspense thriller with supernatural overtones, so if you are not in the mood for that kind of movie I will suggest you watching something else
