He won't, but even if he turns out to be the biggest, you cannot form a government with 35/150 seats (note that 35 would be a BIG win for him, he's unlikely to get more, if that) and other parties are unlikely to want to form a coalition with him.. The alternative is also going to be problematic, because they might need some shitty 7-party coalition that's mainly united by not wanting Wilders. We could also see a Belgium-tier formation period in which we're left without a functioning government for an extended time.

I don't think the nationalist parties will form any governments. What I think will happen is that the popularity of these parties, largely spurred on by discontent, will push the more electable parties towards a more patriotic stance, Ie; less refugees, less non-european immigrants. Basically, we'll just move further right*, but not far enough to call it a paradigm shift.

Europe isn't in the best place right now but it's also doing alright. Our societies haven't collapsed, our economies are relatively stable, nothing disastrous has happened. Do we want change? Sure. People want change all the time. But the situation here isn't so bad that it motivates a whole population to encourage radical nationalistic change.
