I don't know anything about staircases, but in the middle of the woods behind my fathers house. I mean acres and acres back, miles from any roads or neighborhoods or construction, there lies a bridge. Not an ancient looking bridge,a concrete one, the kind meant for cars. My brother and I wandered upon it while we were getting stoned one day. I swore to myself it wasn't real, until I went back the next day sober. And sure enough, there it was. No roads, not even possible paths that would allow construction vechiles to get to the area, as small creeks cross cross the surrounding areas. Nothing but a bridge that seemed to have come from thin air. It's still back there today. Don't got back there often, whole area creeps me out. It's probably my imagination but I always felt like I am being watched when I get back there.
You might think I'm making it up, but I've got goosebumps just thinking about it.
Somewhere I have a phone with pictures, as my friends wouldn't believe me. No idea where that is though.

It's likely they have a variety of different reasons for being built. Some will have been attached to demolished or destroyed buildings, others will be shooting platforms or for wildlife observation.

Whatever the reason, if you don't know it explicitly, they'll seem strange and out-of-place. So people come up with stupid bullshit like "extra-dimensional beings built these stairs in the middle of the fucking forest for no reason", or "ghosts just love fucking with us", or "the government is building stairs everywhere because they're secretly stockpiling them for a third world war".

Depending on how old the bridge is, and what the surrounding landscape is like, there are a few other things it could be. How big these other creeks are compared to the one that's bridged, how long the bridge had been there, its exact design and so on, whether the area is wooded or farmland, whether there are valuable minerals in the area, whether people were searching for mineral wealth on the land at some point. There are dozens of reasonable explanations before you start to get to conspiracy or supernatural arguments.

What about logging purposes, or gold rush settlement. Things have a reason to them

It bridged two earth formations that also seem odd now that I think about it. Imagine two areas where the land raises up a good bit higher than the surrounding areas. It bridges a ravine of sorts, but it's dry. Maybe there was water before at some point that it bridged.
The strange part is that a creek flows around it, on about 3 sides, as in the creek snakes completely around the bridge, avoiding it entirely.

In relation to Portland, you want to look into around the Newport area, Highway 101. Most aren't on any maps or plotted since the 1990s so it is extremely difficult to find these places. There are about 80 ghost/boom towns in Oregon you can look around and find boards that tell you locations and points of interest.

I would highly recommend spending a summer touring and walking around in these towns, most are still inhabited but some are completely void. I know that 1 ghost town is completely off limits I'm just not sure which one

There are a few cellular plants in Jefferson county and I visited 1 small plant off of route 101 a few years ago, place was completely gutted and most of the stuff was removed because it became a fire hazard. It was kinda weird as it wasn't on a hill or a high place

Maybe there are people going out into the woods to build stairs. Similar to crop circles. The only problem is that crop circles are relatively easy to make (just a plank with rope attached to flatten a path), but building a staircase is another job altogether, and buy the looks of that image, that one has been there for quite some time.
