lets see, they're mostly physical books, but I do have some ebooks that I think are public domain so you should be able to find them easily

first off you need a copy of "the ARRL Ham Radio License Manual" it really just has everything you need to pass the first certification test

the book I found most useful for learning/practicing the appropriate math was
"Mathematics for Electricians and Radiomen" by Nelson M Cooke. It's from the 40's so you might be able to find it online, I dunno

never actually got around to transmitting much, mostly just lurked

if you don't already have one, a decent transceiver will set you back nearly 3 grand

you can get handheld low power ones for cheap though, and there is a huge community dedicated to low power transmissions - trying to get signals to go really far using limited/self-made equipment

I am of course assuming you are in the U.S.
there's a pretty narrow band of the VHF that you get access to after the first test

there are subsequent tests you can take to get access to other frequencies

really most of the test content is about legal stuff, which bands you can and can't use and how much power you're allowed to use to transmit on those bands

you will need to be able to do high-school level algebra, and have a working understanding of electromagnetic theory, maxwells laws and all that

you also need to be comfortable with metric prefixes, like a quarter of the first test is just on that
