I think it's just simple incompetence and negligence on the part of the Soviets. 2 million Ukrainians starved to death because the Soviets couldn't organize an economy if their lives depended on it.

every country recognizes pretty much every genocide.
the fact that some countries don't recognize them officially is because of politics rather than anything else.
like USA not recognizing the Armenian genocide because Turkey is literally the most important ally they have in the middle east, and if they reconize it, it would make turkroaches mad and possibly turn against them politically.
but for all intents and purposes, USA recognizes the genocide.
