He's an incredibly well-written, interesting character and definitely not a strawman. I really think he's the most sympathetic character in Watchmen. He's the only one who has consistent principles and isn't pretty entirely selfish.

I watched the animated Dark Knight Returns movie today and it had allot of the same themes, soft liberals let criminals run wild.
