I think D&D actually intended for Jon and Sansa to be on the same page at the end of S6, but while they started writing S7 during the airing of S6 they realized that Sansa no longer had any purpose, so they decided to start pushing the "Sansa is still jealous of Jon!" thing so it seems like they didn't completely pull it out of their ass for S7.
