True. But that photo was taken years after the explosion. The short half-life, highly radioactive isotopes that existed inside of the elephants foot shortly after the explosion meant that even a short exposure to it would result in a fatal dose of radiation. As for those workers in the photo, they still would have received a very high dose. That type of exploratory mission would be totally unacceptable for a western nation radiation worker
