so my friend makes the argument that weed shouldn't be legal because, you shouldn't be able to drive when you've blazed. he says that the percentage of weed can't be measured like with the use of a breathalyzer, so it wouldn't make a difference if you have smoked that day, or you smoked 2 weeks ago because you will still be positive. so i have a couple of questions
how fast does the percentage of weed in your blood drop? what would the percentage be, the day of smoking vs. the next day or the next couple of days?
can the percentage be measured accurately, cheaply and quickly, like with a breathalyzer?

There is a techique they use called a field sobriety test. If you pass, reasonably, you should be capable of driving. It doesn't take in account what you've consumed or not, just whether you can function at this level safely.
One of the big issues with giving a test to see how much the is in your blood is, when youre a heavy use stoner, you might be completely sober, but the build up in your blood would show levels higher than what it would take a non-user to be over the limit. Also THC is not the only chemical to look for, and the bigger culprit of poor driving and motor skills would probably be the CBDs.

Some compounds can linger in fat cells and hair cells for a few days/months/weeks but that's entirely dependent on your consumption. If you only smoke a hit or two every now and then you'll piss it out that day. If you're full on smoke-all-day stoner then you could still test positive a few months later. This is why drug tests are crap, because it incriminates weed smokers and other more dangerous drugs pass out of the system way faster and are usually undetectable.
As for smoking while driving, I'd say it all depends. If you're just going around the corner back home from your friend's place then whatever. I wouldn't want to be with a stoned driver on an icy mountain pass though.
