Well yes, but it's less about that and more about the songs - they've got a very distinct feel to them that feels like a far more mature version and refined version of their old songs (almost like how Rubber Soul feels, actually, IMO).
It feels like they're pushing the boundaries of their style to its extreme before breaking through the limits.

Somebody already described it as a recreation of British pirate radio. Still a great album even if it does sort of fall apart at the end.
