Then 24 came along with a movie star and crazy high budgets and it all changed and now loads of movie stars try to get starring in a tv show. And being in a show means they can also show off their acting more in a 20hr season compared to a 2hr flick

Yes it was for a time, until most prominently HBO started doing high-quality series. With the end of the 90's more and more high-quality shows appeared so that today one could even say that it switched. You see awfull talent in holywood productions (capeshit, spyshit, murricashit) than in television productions (Wire, Rome, GoT, Oz etc.)
