If Uruguay is supposedly the best South American country, why the fuck is its homicide rate so high?

And come to think of it, the same question applies to Costa Rica. They're constantly depicted as being one of the most developed LatAm countries, yet their homicide rate is 10. Panama is even worse, at 17.2.

Well, don't know about every one else. But as far as I know, Chile is technically the first Latin country to be developed aka first world.
Countries like Panamá, Costa Rica and Uruguay are just better than most countries in LatAm.
I guess 7.6 on uruguay isn't as bad
Chile has worse inequality than Uruguay though so desu they kinda even out.
