A better question, why doesn't Skynet sends messages to itself back in time in order to prevent any defeats? It would be cheaper than sending termies decades beforehand.

Honestly my personal theory is that Skynet doesn't want to "win". I mean, it's a machine that was built to protect the United States from the threat of other people, it just has every Human tagged as a threat.

But if there were no more Humans, there'd be no more threats - and if there's no more threats there's no more need for it. Maybe someone forsaw that it might go rogue and had it program itself to self-terminate once all the threats were gone.
There are hundreds of better ways it could have killed off the Human race yet it's going about in a rather inefficient manner. Maybe it's trying to prolong the inevitable in hopes of a solution? So it can't kill every person but it can't *not* kill people so it's trying to satisfy both parameters:- Terminate all threats and Don't make yourself obsolete.
