If you're at your house and your parents want to let you get DRUNK, it's fine.
Same with a friend's house. or church. Pretty much any private non-business property. A bar is only of the only places you can't be.
Keep in mind while blood alcohol limit for adults is generally like .08, if you register any blood alcohol under 21 it's not legal to drive.

In most states giving alcohol to a minor is illegal, with the only exception being small amounts for church and stuff.
