SS is a midquel, set before and just after BvS. The Justice League doesn't exist yet, whereas the Avengers have been around for years.

Unless Homecoming is a prequel, it makes no sense. Also IM3, Thor 2 and Winter Soldier suffer from this problem, and to a lesser extent Ant Man, but that's handwaved away.
