I'm looking for a list of characters that have a certain way of speaking
It's a type of style where there voice is powerful and there words are always well spoken and elegant and more often than not they are playing the role of a villain

This is a controversial word because "regardless" suffices in every situation. The "ir" prefix is again superfluous.
Problem with trying to sound loquacious and erudite is that you look like a fucking idiot when it goes wrong. Like Del Boy trying to use French words incorrectly.
Don't try and force it.
It seems to me as though you are looking in the wrong direction. You are looking for a voice off of a style, the equivalent of looking for a hero by the colors they wear on there apparel.
The reason I posted was because oration is the skill needed to confidently sway the thoughts of others as they play into your hands.
The "style" is not singular but an array of verbal and tonal skills that lend eloquence and evoke the thoughts and emotions of others.
