If the drip is slow, 3 and 4 should 'over-flow' at the same rate, if the it's water. Adding liquid to the system will just equalize across tanks 3-4.

TECHNICALLY tank 3 is 'full' before tank 4 but the system would not allow tank 3 to overflow before both tank 3 and 4 overflowed simultaneously unless the input rate of change was sufficiently high.
