It hasn't been made yet because hip-hop is a ridiculously stagnant genre with one of the most closed-minded communities. When Death Grips is considered extreme you know your genre is in a bad place.
You could probably dredge up a bunch of youtube rappers that might aesthetically resemble Beefheart to some extent but it's accidental, nobody is consciously crafting a comparable sound. Yet! I do have a lot of hope for the next decade, seems like hip-hop might finally be about to stretch its legs a bit.
