Those numbers are heavily skewed by the definition of "tourists", actually.
Also nobody goes to Japan because it's far away from the places where tourists are (Yurop and Murrika), and the language barrier doesn't help, as the difference between western languages and Japanese is much bigger than the difference between the western languages themselves.

Japan is racist. It can be uncomfortable if you're not prepared for it. I got kicked out of a love hotel to make sure Japanese people could use it. We weren't even there for five minute. It was barely enough time to see the room.
I knew multiple people who got kicked out of hot springs because the weren't Japanese.
