It's an Indian scam. Bunch of fake channels make filler vids, get some bots to massively give views, collect ad money from YT. Just look at the comments, it's all gibberish. Lots of fake accounts that themselves have shitty fake vids too.

There's no block channel on YouTube and these videos even appear on the kids app.
