For whatever reason they matched up really well vs persian forces and after that the greek historians wrote pretty biased (as expected, not a wrong thing necessarily) works about those wars. The Spartans were good in their prime, but hollywood exacerbates their military capabilities a tad. Pompey's or Caesar's legions would smash any Spartan army.

Basically they put the fresh-faced and lesser-equipped youths in front, and as battles wore on, they would fall back through the ranks to let the heavies emerge. If the heavies started suffering too much, then the vets would emerge fresh to skewer the opponent. So the enemy would break and wear themselves down on the weak, so that the strong would emerge to finish them off.

The Spartan phalanx had no such tactical depth. They were all armed the same way. Their spears were longer, I believe, but again--bronze tips.

Additionally, Sparta had no mind for siegecraft. Their entire civilization lacked walled defense. Their phalanx was excellent in the open, providing it was never flanked, but put them against Romans behind walls, with ballistae and scorpios hammering their foe (both of which excelled at decimating densely packed formations), and you're going to see a lot of sad-faced Spartans.

Fielding a million men requires intense training that is uniform and consistent. While the Spartans were well trained they were recruited from all over and didn't have a cohesive training structure.

Another big factor with that many men would be communication. While the Greeks fought well and maintained formation at a relatively small scale the Romans had developed an elaborate signaling system to coordinate thousands (even tens of thousands of men)

Finally the logistics of organizing, feeding, equipping that many people would require an cohesive empire with established ifrastructure. Something the Greeks didn't have.

The way the spartans/greeks used the phalanx made it really really hard to use flankign attacks, meanwhile romans could do that really well.

Also romans had siege engines and were able to support their troops. Soldier need something to eat, docs and shit. Greeks at that time were just not able to provide for many troops.

Sowhile they used "similat" tactics in that both had formations, their tactics were very different. And the weapons evenmore. Bronze long spears and swords for cutting and slashing vs pilum for wrecking up enemy shields, gladius for stabbing through anything and such.
