Its a little bit of both tbqh, PSU has had flashes of potential mostly in McSorely and Barkley, you guys just need that D to play more consistent. Its very much possible that Penn State can make a comeback. Alot of recruits are in that Pennsylvania area also. Mid season is when season progress is rewarded in the top 25 as the committee has already decided the narrative they want in the playoffs and barring some freak sequence of events, there is no possibility of the order changing that drastically. Basically ranking emerging teams is to show higher expectations for the next season.
Far too many ranked teams got their numbers beating overrated preseason ranked teams. MSU, Iowa and ND started out ranked and are now lucky to break even.
