Actually iirc 7% of our population identified as white hispanic on the most recent census. Compared to 13 or so as regular hispanic.
Whether they are or not is hard to say, but just going off statistics is always going to get you burned on stuff like this.

I have a funny story about the "hispanic" category in the US.
I have this neighbor, an above average student, who was applying to computer science programs for college. It turned out that she got free college for being a superminority as a "hispanic" woman in computer science.
How did she qualify as "hispanic"? She was 1/4 Spanish, in the "muh heritage" sense.
A lot of Mexicans are over 90% white but call themselves mestizo because of social prestige in Mexico, so go figure.
How do you think all the statistics are gathered? They don't do genetic testing that's for damn sure.
