Absurdist programs like Mighty Boosh and Python or Limmy's Show appeal to that, as well as things like Keeping up Appearances or Peep Show which are more about examining their strange society from the inside
The other thing is the general pessimism of the country. The best example of this is the differences between British Office and American Office. In Britain the boss is a cringe inducing buffoon, in America another cast member will save him from himself rather than awkwardly standing about. There is an optimism in the american version too, the british version knows that work is the place you go to to waste your life
