No it isn't, the cultural, economic and social aspects of TNG, the whole 'bettering themselves with art' shit you mentioned, is millennia away if our society continues at the rate it's progressing now. The technology for stuff like legit holodecks is probably a good century or two, but not unfathomable.
I don't see how much would change with the tech they have in star trek, besides a higher quality of life for the average person(well, for everyone). People in the west don't work for food or shelter generally, you can get those from government benefits or a job at mcdonalds. Hell there are plenty of NEETs on this board who live with their parents till 40 and seem to be fine with it. People work to buy the things that are harder to get, and i don't see that changing in star trek. I highly doubt you can just tell the government of star trek universe, "gibs me a galaxy class starship" and they will build you one. Without getting into too much speculation about what they can/can't replicate easily, just saying that as long as there are things that would have to cost some sort of currency, things will inevitably be pretty much like they are now, just with better tech and a higher standard of living.
I'd also be pretty surprised if there wasn't just a handful of community replicators and huge lines for the poor people that couldn't afford one in their homes.
