It wasn't meant to succeed.

The vast majority of the time players at the NFL level don't fall for trick plays. The Colts were mainly just trying to either bait the Patriots into calling a time out or get somebody to jump across the line of scrimmage in confusion. The ball was never supposed to be snapped.

The problem was that the guy who snapped the ball (#17) didn't know which play was being called and in his confusion went ahead and snapped the ball, and you see the results.
