It does matter.
If the animal isn't taken proper care of, or the house is kept in bad condition, it can contract fleas which then can spread. You could be having an allergic reaction to a flea bite.
Apply moisturizing lotion to itching points twice a day, keep dry otherwise, see doctor if not gone within three days.
