Wrath of the Lich King a best. Although my favourite patch is an unofficial one that existed on a famous private server for about 2 years, it's aim was to further balance LK pvp.
That means they had a good beginning, mid and end and had it's concepts fully explored, maybe.

Graphics aside, that xpac aged quite well and it's still really fun.

They won't, for blizzard it was just another expansion and they don't really care about their old content at all. The company might be good but if there's something they are bad at is understanding what their players want.
Community has been begging for official servers running old expansions for years and the only thing they do about it is close private servers that do that for no profit.
