the boys at Centro Nacional de Computacion told me that we were connected to the brazilian backbone. i guess they lied to me since there's no line from Brazil to here
traffic can be routed to whatever backbone, they're not direct links
some of russia's traffic can go to europe thu chinese link/backbone etc
they work like a mesh

Yes but these government officials use Chinese Internet. There's no such thing as North Korean Internet. Just a national network of computers (intranet)

I think the Earth is large enough so that traffic from, say, Moscow, through China - Pacific Ocean - America - Atlantic Ocean - Europe will introduce noticeable latency. Circumference of Earth = 40,075 km, so let's say 30,000km for that route, 1/10th of second at the very least.
