America has a Standard Occupation Classification, but I think the NOC you're looking for is the Network Operations Center, which is where a server administrator would work.
I work in a SOC, which is the Security Operations Center

The National Occupation Classification has nothing to do with computers, though. It's just a list of job names.
And it's not "a NOC" since there is only the one. It's "The National Occupation Classification"

A server administrator's NOC would stand for Network Operations Center. Someone who works there every day would know this.
Someone who just looked it up online because they saw say it wouldn't know this.

Server admins for big DCs rarely work in there physically. Everything is done remotely, in case of disaster or hw config asking for help from entry levels like OP. I do work in DCs all over the world, while being in EU.
