Here's my interpretation of maid dragon:
This series uses the dragons to represent characters who are on the edge of being too autistic to function.
To start out with, Tohru and Kanna are a stray dog and cat Kobayashi found. They aren't dragons, magical or anything special, except to Kobayashi because she's has so little social contact with anyone that the attention from these stray animals is magical and special to her.
The other dragons are real people who start interacting with Kobayashi because of her dog Tohru. It's like a PUA walking their dog to use it as a conversation starter, and because maintaining an animal shows that the person isn't completely unhinged. That's what brings in Lucoa and probably Fafnir too. It's also the reason why those two are disconnected side characters- because Kobayashi isn't interesting and still can't maintain a friendship. It also isn't a coincidence that Lucoa and Fafnir are still connected to Kobayashi through people she knows at work.
Fafnir is a human with the same problem as Kobayashi, but with his perception of dragons flipped. He thinks humans (normies) are trash and aren't worthwhile to interact with. Being special in his chuuni/r9k/ brain means he can't just be a human. So he has the same problem of interacting with people like Kobayashi does, but just views it differently (Kobayashi is afraid, Fafnir is coping).
As more characters like Elma and Iruru are introduced, they'll just be normal human interactions that Kobayashi is just having for the first time in her life. So Elma is just her kohei at work and Iruru is going to be some antagonistic bitch that Kobayashi would have normally avoided as a shut in. Elma being a fraud at work might also be another example of "dragonness".
