No, that's not what they were doing at all. I know to a westerner that might be what it seemed like at first, but what they were actually doing is capitalizing on the extensive waifuing of the first game to make the characters in the sequel act, look, and be portrayed as japanese Pop Idols. The devs wanted to milk Yuna, Rikku, and Lulu's enormous fanbase in the japanese market by making another game centered about them.
That's right, Lulu was originally supposed to be the 3rd group member, but she was cut because she was deemed to be too old, and replaced by pain, who was supposed to be a younger more attractive replacement for her, which makes you wonder if the devs even realized why people liked Lulu in the first place. The constant changing outfits, the quirky and fashionable looks, the lolRAndumb sidequests, the inexplicable pop music, the fetishistic enemies, the contrived romance subplot...
