it is basically a genre that tries to not be lo-fi as the people that are associated with lo-fi are too smelly and trendy.
it doesn't want to be 'proper' noise because that is a bit too far removed and scary.
it doesn't want to be metal because the fanbase is offputting and if you're metal there is no way out, stigma, etc...
it doesn't want to be indie or alternative rockers because that is too pathetic, and they are artistic, and have a voice. an angry voice (but not too angry).

it is kind of a between genre.

no one listens to exclusively noise rock, because there isn't enough worth returning for.

noise rock is like the side dish of music.
good on the side, and every so often as a snack, but not sustaining enough to be a main meal.
