1. download Tor
2. that's it

Now you need some links of interesting pages you want to visit. A good start point which lists some actual links is the page "hidden wiki".
Also make sure to follow tor's tipps to ensure a minimal amount of anonymity.

If you really want to do stuff at the dark web, e.g. trading etc. you have to deal with more complex issues like bitcoins and pgp decryption etc.
