see i hated this cover at first but now i love it. peter saville used stock images to create it. and it uses the registered copyright symbol. its a comment on commercialism

Honestly, this album is actually really great and a hidden gem of post-punk and alt-rock, but this album's cover is so bad it actually came in a garbage bag as a wrap.

The artist refused credit on this because the cover art that was used on the album was just a knock-up that he sent over to show the basic idea of what the cover would look like and he was going to build off of it into a much more detailed cover. The label or whoever just said "thanks, we'll use that" and stuck the WiP cover on the album.
