Mexicans put a lot of money in their big teams and yet they are barely as good as medium sized colombian or chilean teams, far from the level of the "real" teams.
Mexican teams mean less spaces for actual teams.

Mexico usually sends its 5th or 6th best teams and usually gets at least 1 to the quarterfinals or further. That's much better than what the average Chilean team does, and Colombian clubs usually leave it up to 1 club to salvage the reputation. The only real teams are usually the Argentinians and Brazilians.
