This is one of the problems with DS9, it's never made clear how the Starfleet officers pay for shit around the station. The only explanation that would really make sense is that Star Fleet hands out stipends for officers in places that still use money.

Presumably, people living at home on earth don't have regular access to a holodeck. If you've dedicated yourself to space exploration on a ship that features a holodeck to ensure the crew don't go stir crazy, then you would use it once in a while, but you can't just live in it, since you have an obligation to justify your presence on the ship in the first place.
