Let's start with animation, since that's the common point for the two you brought up.
In the context we're in, a good definition for animation would be "A series of drawn or generated images shown in an order that produces the illusion of action."

From there, a working definition for "Cartoon" would effectively be "Animation with cartoonish exaggeration." This would be using the other definition of cartoon:
"A simple drawing showing the features of its subjects in a humorously exaggerated way"
Now as for Anime. The classical definition for anime is simply "Japanese animation."
In modern parlance however, the word more speaks to a specific stylized type of animation. Common characteristics include large eyes, erratic hair colors and styles, exaggerated head size, ect. I'm sure you know anime when you see it.

Anime is different from other animation though
You can typically distinguish Japanese animation and American animation, the only exceptions are the ones inspired by the other style
You can most of the time recognize if it's an american animation if it has niggers in it.
