because traditional rock music is not popular anymore. If you do rock it has to be alt rock/pop rock and as a result the sound is incredibly disloyal to the genre. It's rock as so much as it contains acoustic drums and guitars, but even those are probably programmed in and heavily washed with effects. The problem is guitarists and drummers are not really held in high regard anymore, so the band as a unit never gets really big, only the face/singer who usually has his hands in many pies and can do colabs with other artists.

Because this is the first time rock enthusiasts are exclusively into independent rock music. Any rock bands that aren't connected to some underground niche, whether it be punk, extreme metal, blues-rock, or whatever, are considered disposable pop bands. The last mainstream rock bands that got any respect from rock enthusiasts were those NME-core garage rock revival bands, which is why the last major wave of rock stars were people like Jack White and Pete Doherty. There are some underground figures who are basically rock stars to me and many other people, like Jeremy Bolm of Touché Amoré and Nergal of Behemoth, but they don't have quite the level of exposure to really be rock stars. (Note that Nergal actually is a rock star in Poland, though)

If being a rock star means mainstream success and some level of artistic respect, plus rock angst, then today's rock stars truly are rappers. People like Kendrick Lamar and Kanye West are as much rock stars as there's ever been. In fact, now that pop stars are gaining some musical credibility, people like Beyonce and Marina probably qualify too. And of course the old school of Jack White, Björk, Beck, etc. are still around.
